Hello,
Is there any guide on playing shifter build in nwn? the prc one's i meant.
and
" Level:
11: Epic Wild Shape - Can turn into almost anything once a day, gaining some abilities of some of the shapes. "
what creatures have this abilities and how to use it?

Well, no idea on what creatures have it. Basically, it means the shifter gets the abilities from the Special Abilities list on the creature. The way the PnP Shifter is coded means it can work with any monster in any mod, so there's no real way to give a list of which ones have abilities.
Unfortunately, we lost all of our character builds when the previous website was shut down on us without warning. So, it's an area we are lacking in, unfortunately.

another thing or what i meant was, is when the creature have special abilities ( eg. dragon - breath weapon , ghoul - chill touch ( i think) ) ...
does this special abilities appear in the PC dial menu or somewhere? so i can used it .

It should appear on your PnP Shifter class radial.

It appears on special item in your inventory. :P

It's long been one of our most popular classes. It's certainly one of the most exciting. Took one through HotU (Although didn't finish it), and cloning everything in sight was a blast.

The number at the beginning of the line is the Shifter level at which you get the shape. The number before the ability is the number of times you can use it per day (* = unlimited uses per day).
