is there a way to make spells more successful when dealing with those that require a "ranged touch"? Ray weapon focus would help?

1.) Increase your Dexterity.
2.) Weapon Focus: Ray & Epic Weapon Focus: Ray (maybe Point Blank Shot too)
3.) Zen Archery (if WIS based)
4.) I thought there was a PrC that had a Feat to use INT for attack rolls, but I can't find it. :(

There is a PrC that uses INT to increase damage (swashbuckler), but PNP PrCs like factotum that use INT for attack rolls haven't been implemented, at least as far as I can tell.

There are also spells that can improve your attack bonus, such as Bless/Aid and Magic Tattoo, and True Strike/Sure Strike (yes, True/Sure Strike are for the next attack only, but sometimes that massive boost to hit can make all the difference.)
In fact, I personally believe that one of the main reasons True and Sure Strike are Wizard/Sorc spells is to aid them with ranged touch attempts. Though they also happen to help alot when multiclassing (for gishes or arcane archers, for instance.)

I know I believe True Strike is very, very useful when it comes to ranged touchs :P
