For 3.5 Beta 1, does Expanded Knowledge not take manifester levels "gained" from Practiced Manifester into account? AFAIK, Expanded Knowldge requires a Manifester Level of 3 and when I reach that with Practiced Manifester, it's not showing up.

I am all for this; rebalancing where possible is always nice.
... Though, I am curious to know whether the Harper Scout's "Spells" are supposed to be actual Spells, or Spell-like Abilities; the main reason for doing this would be buffing Harper Scout so it can do stuff like qualify for PrCs that need spellcasting to begin with. If they're just supposed to be Spell-likes, then it would be better to just leave 'em alone. >_>

Other Features / Template again... Half-Celestial

I remember asking about this a while ago on the old board, but I don't think there are any actual restrictions based on stuff like pre-existing type, so long as the Template doesn't itself list any such restrictions. Otherwise I wouldn't be able to do something like run Alienist as a Rakshasa because I'm already an Outsider.
