I managed to find that the LA and Racial HD are in fact on by default, but can easily be switched off. I assume the "PRC Leto" is a character editor program? While the lich templates are humanoid only, I don't remember if the prestige class lich also is. I know d&d 3.5 had the illithilich, an illithid lich, so being able to take lich levels as an illithid would make sense.

I pretty much only play local modules, no PWs, so that wouldn't be an issue. Problem with downloading the .bic files is that the posts I've seen of the mind thayer are so old that the relevant download links are dead and 404s

I found an old post elsewhere describing the "Mind Thayer" build, being an Illithid Red Wizard of Thay here, and I have a few questions. First, is Level Adjustment and Racial Hit Dice still turned off by default in PRC, as I'd imagine they'd need to be disabled to play this build at all.. Secondly, what in Faerun is an "Illithid Betrayer" and how is he "human shifted"? I would love to give this build a try, but if I don't even know how to initially create it, I can't very well do that.

Does PRC currently have/implement the Draconic Rite of Passage and Greater Draconic Rite feat and special ritual for dragonwrought kobolds? The Draconic Rite of Passage was a feat for a level 3 dragonwrought kobold sorcerer that gave an additional 3 hp, but the big draw was it was a prerequisite for doing the Greater Rite at level 6, which advanced their sorcerer casting by a level. As in, while still level 6, said kobold cast with the spells known and per day of a level 7 sorcerer, basically putting sorcerer on par with wizard for spell levels.

Is there a good way with the three class limitation in the game to get the dual 9s by level 20? So as to play it in the OC or Shadows of Undrentide -> Hordes of the underdark?

I'm talking things like character building, or tactics and spell uses for the likes of sorcerers and wizards. I only played through the vanilla OC once, and I was mostly a fighter there so I'm concerned that the stuff i've been reading about how to mage doesn't really apply with prc installed.

So with PRC having both Ur-Priest and Mystic Theurge in it, I had the thought to combine them to try to make a dual level 9 spell caster, but am unsure which class to try to qualify for ur-priest with. Wizard seems the obvious answer, but that fort save requirement for ur-priest makes me wonder how long it would take to qualify. Something like Wizard X/Ur-Priest 2/Mystic Theurge 10 to start out with?

I was trying to brainstorm combining ur-priest with mystic theurge for dual 9s in casting, but then I remembered that nwn limits you to 3 base and prestige classes total, so it would be that much more difficult to come up with a good build there. Does PRC change that?

Since the spells for Dread Necromancer, Beguiler, and Warmage are in the class abilities radial menus instead of the spellbook, do feats like spell focus, spell penetration, and metamagic feats actually apply to them, or are those wasted feats in PRC?
