PRC from my limited experience works fine on any mod that does not contain Haks via the updater, it is also compatible with the CEP latest versions and ProjectQ haks providing you have already have the new content in your hak directory, just select the correct option. I beleive regarding haks used can be something easily added if for instance the module you want to update has say placeables, but if stupendous amounts of coding etc and modifications to the mod you are tryiong to alter you may run into troubles but I am not an expert, but if extensively coded you could run into a lot of conflicts.
Regarding PRC and the Finding Smeagol mod I ran a server featuring it until recently (about a week ago), may run again at a later date but I have made a a version that runs on the CEP 2.3 and 3.3h version of PRC, which fullly works.

Regarding skills it is a litle diffilcult as PRC can be overwhelming, but there are builds available here

But most stronger builds do not really use jump etc, I guess depends on where you are playing and who you play with.
If you are just just going to join a prc server is as easy as ermm, breathing...
