Poor game performance on modern system

I have windows v7 64bit, a GPU 580M and a corei7 cpu. what can I do in order to improve game performance?

what about the toolset as well? it's slow and it should be a rocket!

Install DirectX 9c.  I don't think it will make the toolset any faster though.

I did before that, and it does not help.

what about that CPU affinity setting in the ini files? would that help?

new whql drivers are out, and APPARENTLY they support opengl. we'll see.
