I've been playing around with Inscribe Rune and the Runecaster class

One of the things I noticed that these runes only self target, even though they will scribe spells that target others.

I can even go so far as to create a rune of Cure Wounds which... even though I am allowed to target a friend... only heals me.

Or a rune of Hammer of the Gods, or Hammer of Righteousness.. but these only hit me when I target my enemy...

Is this by design?

I saw nothing in the description of the Inscribe Rune feat that said they were self target only.

Yes, that is intentional - runes can only affect their activator (there are some exceptions, but only because the way the scripts for some spells are written). I didn't read the source book, but I saw the code that was supposed to do that - when rune is activated - target activator.
