I'm presently making a character-creation/prep module and want to use both the PRC and the CEP in it; at a minimum which haks from each will I need, and in what order should they be?

You'll need the merge hak (http://prc.theamberdragon.com/files/prccep2_merge.rar) for them both to work together. The module updater will add the CEP, PRC and merge to a module for you, the order is in the readme IIRC.
