Spells, Feats, and Skills / Profane Lifeleech not Working?

I made a True Necromancer with Profane Lifeleech and any attempt to use said ability gives me a message about how my PvP settings prevent me from using it on friendly targets. I set the rules to full PvP and moved far from my companions and I still received this message. Is this a bug?
