I had the exact same issue a few weeks ago. I linked the thread below. It's actually 2 posts down from yours in the "help" section right here.

I think you're almost there. Try this:
1. Start Toolset and open original SoH module (without PRC)
2. Go to Edit -> Module Properties
3. On Custom Content tab find Custom tlk file - remove anything that is in that field and press OK
4. Save the module and exit Toolset
5. Run PRC Module Updater.
Let me know if you had any further problems
Also, remember need to do something to create your module before you use to Module Updater. It's basically what xwarren said above. It should be in your Neverwinter nights folder called "nwtoolset". I selected "run as administrator" (dont know if that was necessary)
1 Once its open, select the module you want to set up and click "open existing module" on it. I got some warnings but just kept hitting OK!
2. Go to edit and select "custom content"
3. Make sure the "custom Tlk file" section at the bottom is BLANK!!
This last step messed me up for hours!
