If I recall correctly from the old forums, there are no plans to add new templates in the future, correct?

Not from the PRC members, at any rate. If others wish to submit new templates, they can.

What would that require, besides the test and maintenance scripts?

Well, the 2da and tlk implementations, as well as ECL.2da, Template.2da and a few other things like that.
