I have been told that this feat is counted toward +20 bonus cap on attack bonus. Is this correct?

Also, do your character use wisdom instead of strenght only if your wisdom is higher than your strenght, like weapon finess does with dexterity?

Will the feat work while shifted (Druid)?

3. I'm not sure (think I remember using it with Dragon Shape, but that could be PnP Shifters wildshape)
